Ravil Ismagilovich born August 25, 1959, der. Shali of Pestrechinsky district of the Tatar ASSR Tatar family.
Worked as an assistant Director at Kazan TV. In 1979, he enrolled in madrasah "Arab World" in Bukhara (Uzbekistan) after graduating became the first Imam-Khatib of the second of the Kazan Cathedral mosque "Nur-Islam". In 1985 he was appointed Executive Secretary of the Spiritual administration of Muslims of European part of USSR and Siberia in Ufa. In 1987 he was the Imam Khatib of the Moscow Cathedral mosque, in 1988 — the chief Imam-Khatib. In 1991 he was elected President of the Islamic centre of Moscow and the Moscow region.
January 29, 1994 he was elected mufti, Chairman of Spiritual administration of Muslims of the Central European region of Russia. July 1, 1996, he was elected Chairman of the Council of Muftis of Russia.

On 24 September 2009 in Moscow at the conference "Russia and Islamic world: partnership for stability", dedicated to the cooperation between Russia and the Islamic world said in particular: "we Can agree with the opinion of the outstanding Russian historian of the nineteenth century Karamzin, who said: "Moscow owes its greatness to the Khan". This is true for Russia in General"
