Born on 11 Jul 1960 in Kazan in a religious family. Father Gabdulhak Samatov, a well-known religious figure, was chief Caza of the Republic of Tatarstan. Kazan graduated from high school and professional technical school, worked as a crane operator. After service in army worked as a groomer at the plant of non-metallic materials, crane operator on the railroad, a locomotive engineer.

Religious education started under his father. In 1987, he enrolled in madrasah at the mosque the name of the 1000th anniversary of adoption of Islam in Kazan, and then transferred to Madras under dumes in Ufa, which ended in 1991. From 1991 to 1993 were trained in madrassas of Ahmad Yasavi in Turkey. In 1993 he was appointed Talgat Tadzhuddin Imam of the city of Surgut in the Khanty-Mansi Autonomous district.

Samatov Tagir Hazrat led the process of religious revival among Muslims Surgut, KHMAO, and then combining the multi-ethnic Muslim community of the Autonomous Okrug. Have established good relationships with the municipal and County authorities. Thanks to his efforts in Surgut managed to build mosque and madrasah.

In 1996 he held the position of Imam-mukhtasiba KHMAO, and on 15 may 1999 was established the Regional spiritual administration of Muslims of KHMAO. Along with the position of the mufti of the Khanty-Mansi Autonomous district at different times held the posts of Deputy Supreme mufti, the Plenipotentiary representative of the Supreme mufti of the Siberian Federal district. From November 2007 to November 2008 was the mufti of the Urals Federal district.

during his tenure as mufti Tagir Hazrat graduated from the law faculty of Surgut state University and the Russian Academy of state service under the RF President, the Department of religious studies. Thanks to the efforts of the mufti almost all 27 Muslim communities have a mosque or prayer houses, his participation in the construction of the new Muslim temples not only in KHMAO, but also in other regions UrFO.

Samatov conducts active social work, works with prisoners and does charity work. With 2000 produced a monthly newspaper "Magrifat" (the official publication of the rdum KHMAO) since 2003, directs the work of the official website www.imanugra.ru.
